About Govas

GOVAS works closely with the Stockport Children and Young People Directorate, but we are a fully independent association of governors affiliated to the equally independent National Governors Association. Every governor in Stockport is automatically a GOVAS member (as long as your institution pays their subscriptionof £10.00 PA)and our Management Committee is made up exclusively of serving volunteer governors in Stockport’s schools – nursery, primary secondary and special. Our biggest strength is our links with all the school governors in Stockport through our newsletter, special communications, and this website.  


The Schools Forum (an elected group of Head teachers, Principals, Governors and other associated members) is the key decision making and consultative group required by DfE regulation which oversees/governs all financial and administrative matters relating to the Schools Budget financed by the dedicated schools grant (DSG).

The DfE has identified as part of their review of Schools Forum that effective best practice relating to Schools Forum and its operational duties includes communication to all the wider stakeholder audience of the business matters discussed and decisions made. (i.e. ensuring all decisions made at forum are duly recorded and shared).

To enhance communication with the wider school audience, the Local Authority will produce a brief overview newsletter of the discussions/views, decisions made and agreed actions in relation to all business matters after each meeting and distribute to stakeholders via the following means:

·         Office on-line;

·         Council’s web-site (see below link);

·         Govas web-site;

·         Schools Finance monthly newsletter; and directly

·         To all Schools Forum members

Welcome to the 5th edition of the Schools Forum Newsletter……..

In this issue, we are including key points from the Schools Forum meeting held on 3 July 2014 particularly; Schools Forum – Terms of Reference and Dedicated Schools Grant (DSG) Review. A full copy of the minutes will be made available via the Council web-site in due course, see section 6 below.

$11.    Matters Arising from May Meeting minutes


Item 4b School Meals – Local Authority officers have held discussions internally with the Benefits section and information provided and validated concludes that the vast majority of families known to be eligible for free school meals (fsm) are duly registered and taking up the provision in Stockport. Any identified families not registered will receive communication from the LA.

Item 4b2 Universal Infant Free School Meals Capital funding – The Services to People senior management team have now determined how the capital grant and other LA funding streams will be distributed based on the survey information received. 22 of the 56 schools have been written to, 3 more will receive information this week, with the remaining over the next three weeks before the end of the summer term.

$12.    Schools Forum – Terms of Reference

Discussions: Peter Hughes presented paper which focused on the requirement to update the terms of reference specifically in relation to the length of terms of office, Schools Forum representatives can be a member of the Forum.


1.    Updated Terms of Reference accepted with the amendment of the word “consecutively” to be inserted in section 3.1


            1.    Peter Hughes to update the Terms of Reference document with the above amendment and other updated member information on Schools Forum.

2.    Peter Hughes to contact all members and invite nominations for Chair / Vice Chair positions from September 2014.

3.    Peter Hughes to review current membership construction based on the latest information relating to local academy conversions.

4.    Peter Hughes to report back all above items at next meeting.

$13.    DSG Review and Financial Consultation 2014

Discussions: The report provided detail of the whole scale review of the DSG budget the Local Authority are considering ahead of the construction of the 2015/16 budget setting program and what and how may be included in a formal financial consultation document launched in autumn 2014.

Schools Forum members welcomed the report and the detail contained and requested that any planned changes to the DSG be provided alongside the contextual information and/or changes planned to the services/support provided and financed by LA central funds.
